they might or might not be able to earmark funds for a spouse's career needs. some places will help with a nonacademic partner's job search - resume review, researching local matches, possibly setting up informational interviews. they might kick in extra funds on something else like moving expenses.

I think that the bar prep course would be worth a shot for a top SLAC, as these sometimes have money. It's kind of in the same category as moving expenses. I wouldn't expect much, but you might as well ask. If you had said "SLAC" and not "top SLAC" I might have said don't bother, though.
