I have a phone interview coming up and the search committee has asked me to consider what start-up funds I will need, in terms of space, resources, equipment, and actual dollar amount. Does anyone have good advice or resources in terms of how to figure this out? It's for a state university.

There's an earlier thread on this you might want to look at (towards the bottom of the first page right now). Also, talk to faculty in your area where you are now, and just start making a list of everything you need for your research and roughly price it out (doesn't need to be detailed at this phase). It's really going to depend on your area and research methods, but the big costs will be personnel (e.g., grad student funding for first few years, lab manager/programmer), equipment/time on shared equipment (e.g., MRI time if you're in cog neuro), and subject payments (unless you only use subject pool).
