I would assume they really want it— it's a good way show they are serious about "history or potential for extramural funding" and see who is serious in return (i.e., if you don't already have one ready to go you're probably not).
These are really easy to make, though, so I don't think it's that big of a deal. If you want the job you'll do it. But I do think it signals to the applicant that they care about extramural funding.
With the new requirements, they are actually AWFUL now. Plus they really should be tailored for an individual project in terms of the major contributions for science (for me at least that would differ based on the proposal).
