One of my friends is trying to apply for a position at my place, but I am not serving on the search committee. How do I let my collegues know to look out for my friend politely without being intrusive? P.S. I know my friend will be a strong candidate.

Be intrusive. If your friend is a good researcher and would fit well in your dept., you want to bring in folks like that.
One of the hardest things to from the SC perspective is trying to figure out how a candidate would fit in interpersonally in a dept. When I was a postdoc, our dept hired a candidate who ended up being a jerk. If you have information that indicates a candidate would "fit" well with the department culture then absolutely let the SC know.
Just tell them.
As a side note related to Name's comment, though, you might check whether your college allows "collegiality" as a criteria. Some colleges don't.
