Do you think it is ethical for the chair of a department to directly ask you, before making an offer, whether you are currently holding other offers?

Tell them you do; sped them up and potentially, with a better negotiation.
Tell them you have other offers if and only if you actually have other offers. In other words, be honest! Don't lie and don't hide.
However, I would be careful about divulging details at this point in time.
Ethical probably my isn't the right word. Yes, they have absolutely every right to ask you. Just as you have the right to tell them or not tell them.
I wouldn't divulge unless you have already finished campus interview and they are starting negotiations.
