So I had a phone interview on 12/17 and have not heard anything since. Is it appropriate to email the head of the department and ask about the status of my application?

There have been multiple threads on this recently. Search for "contact chair" or "contact search".
Generally the responses to this type of question are "no" unless you have another offer in hand.
What about spousal/partner hire? When does this get discussed?
You are very unlikely to get any tangible information but I've never heard of a school deciding to remove someone for consideration simply because they wrote an email asking for a post-interview update. If you are on these forums,
if you are on these forums, you are likely pathologically stressed out. If you think getting a short, not really informative response will alleviate a little stress… by all means write an email.
