A place I applied to (and that I am VERY interested in) is not interviewing yet. Should I send an updated CV? It only has one new manuscript submitted but it is the first thing from my post-doc with me as first author, so it seems important, particularly given my relatively few publications. I don't want to come across as pathetic or bothersome, though.

I would send it. I believe a number of applicants send updated CVs when they have a submitted an additional article or an article is accepted for publication.
I'd send it if something gets accepted for publication, but not simply because you submitted something. But if you think its a really meaningful area I suppose you could. I do think it runs the risk of coming across as a novice as most faculty may not think submitting something is a very big deal.
