Suppose that an emeretus professor was looking for a place to knock around for a few years before kicking off. Could he/she apply for open rank positions?

Why not? The worst that can happen is that they turn you down. My guess, though, is that the emeritus prof. would have to be a Big Name indeed, with a compelling record of sustained scholarly productivity, in order to be competitive for a regular title series line. I've known of Big Names who were told more or less outright by their Ivy League universities that they should be thinking of retirement… and then they contacted colleagues at Up and Coming U., who were more than happy to add the illustrious Big Name to their departments, with a happy ending for all concerned. So it can happen, though I think it is more likely to be successful if you've got some connections with the people at the schools you're considering.
