I'm a little confused about open rank ads. Do these typically mean that the department prefers more senior-level applicants? If so, why wouldn't they simply advertise for an associate or full level position? What's the likelihood that open rank ads will actually consider someone at the assistant professor level (coming out of a postdoc)?

No, not necessarily. I have seen open rank searches hire assistants coming out of a post-doc (this was me), associates, and anything in between!
