heard rumors that this position was created for someone in particular—can anyone confirm or otherwise offer insight on where they are in the decision process?

The "cognitive" position is part of their MBB (Mind Brain and Behavior) initiative and it is not actually a cognitive psych position. I have heard nothing about them targeting anyone in particular. The MO in the department is to post ambiguous job ads and interview the best applicants regardless of area of specialization, possibly even more so for this post since the MBB group is the very definition of interdisciplinary. I can also confirm that they have not started examining applications in earnest yet.
I know a junior person who they are interviewing. Their topic is decision-making. I also heard they are interviewing a memory person who is also junior but with some substantial postgraduate experience.
