One place that I am applying to now does not require a research or teaching statement. They just said that applicants describe scholarly agendas in the cover letter, and include all the materials (cover letter, CV, example publications, LOR) in one PDF file. In that case, do I need to attach research or teaching statements as well or integrate them into the cover letter?

No, just send what they ask for. I heard SC don't like it when people send them additional documents.
Hmm and I was told that you can add supplementary materials :)
My last paragraph of the cover letter says something like "included are xxx, and, supplementary teaching & research statements that elaborate in more detail on my views/experiences etc."
