I know it is recommended that applicants who go to a campus visit email faculty who they have met with to thank them. But do you recommend a thank you email after a phone interview?

Advice on this is mixed. I sent thank-you e-malis, though, even when I had to do it for several people I was on the phone with. A middle ground would just be to thank the chair, even if you had a conference call.
I do recommend a thank you email that could be sent to the search chair and perhaps ask that it be forwarded along to others on the call. definitely.
I think it depends on the place. As has been discussed in previous threads, SLAC phone interviews are generally very much an exchange of information (not one-way info gathering on the part of the school) so, like a first date, I think they like to hear that you are still interested afterwards.
I'd email the search chair and leave it at that for a phone interview.
